-S 1131; The Clean Power Plant and Modernization Act; Senator Patrick Leahy, Vermont

-HR 1256; The Clean Smokestacks Act; Rep. Henry Waxman, California

 

¨     Develop an analysis of the federal pollution credit “capping and trading” system.

-How does this system work?

-How has it been successful?

-How has it been unsuccessful?

-How can it be improved?

-Should this system be preserved or eliminated? Why?

 

¨      Do a comparative analysis of existing “Green Energy Pricing” programs in different states.

 

¨      Develop an analysis of proposed NC state and federal Renewable Portfolio Standards (RPS).

 

¨      Develop an analysis of existing legal mechanisms available  to states, organizations and individuals to use in taking action against public utilities who violate federal air pollution laws and regulations.

 

¨      Develop a fact sheet on the new clean air legislation recently passed in California.

 

¨      Write a report on the most recent efforts by automobile manufacturers to develop zero emission, low emission and fuel efficient cars.

 

¨      Develop a report on the environmental and economic effects of building “Merchant Power Plants” near existing power lines, for the purpose of exporting power to other states and regions.

 

¨      You are the Secretary of the EPA. Develop a Realistic National Energy Plan.

-         What would be your energy mix and how would you go about achieving this? Legally, politically and economically.

-         If conservation is an important component in your mix, how will you achieve this? Legally, politically, economically?

-         What would be the schedule for achieving your goals?

 

¨      Do an analysis of the benefits to North Carolina of improved air quality from cleaning up power plant smokestacks and from cleaner running automobiles.  Include economic, health and environmental benefits.

 

¨      Evaluate the Southern Appalachian Mountain Initiative (SAMI) Report released August 29, 2002.

-         Summarize its findings.

-         What are its recommendations?

-         Has it fulfilled its mission?
